June, 2000 to present: Disability Services
Agencies : Strategic and State Planner, VADRS: facilitating teams ,
updated state plan to Federal Government, Produced annual and other
reports. Facilitated SPQA and self assessment activities to ensure
overall agency performance improvement processes. Provided consultation
to VR Offices, and Disability Services Boards. Developed Fundraising
Curriculum to DSBs. Promoted in February '02 to Planning and and
Outreach Manager, Virginia Board for People with Disabilities. Engaged
in capacity building and systems change to improve community inclusion
of people with developmental and other disabilities and improve cross
Secretariat planning. VBPD staff liaison to DMAS on Medicaid Waiver and
MR Waiver and IP waiver Teams. Manager of Positive Behavioral supports
Grant, Medicaid Waiver TAC Grant, Accessible Housing Grant, and
Community Inclusion Projects, Housing, I &R. Lead staff on Olmstead

Obtained a grant from Criminal Justice Services for demonstration
project to reduce community violence. Developed community cross agency
planning consortiums partnerships, including governmental and for profit
sectors. development, teaching and Grants administration
responsibilities in and outside of the University. Worked in systems
change across Secretariats to better serve Virginia's citizens.;
developed the intentional injury surveillance system.

Chairperson of District One representing 4000 citizens in Capital
and General Fund Budget discussions, Community Block Grant fund
negotiations, Richmond's Community Oriented Policing and other community

Conducted outreach, Conference Planning, empowerment curriculum,
conducted national research to inform legislature and DRS Board to
develop Virginia's model fo Personal Assistance Services.

Commonwealth University School of Social Work
Developed 500 page curriculum, trained 500 administrators through
out the USA, developed pre and post test to be adapted by every state
and territory; Managed HHS Grant.
1984-1987 Manager of Eligibility Programs
Virginia Department of Social Services.
Responsible for monitoring and evaluating foster care, special needs
adoptions and eligibility case management and troubleshooting support
enforcement; Responsible for improving local and regional performance
through training, and corrective action planning and organizational
development consulting. Conducted public policy and legislative analysis
1979-1984 Supervisor of Program Operations,
VDSS
Responsible for supervision and management of four regions;
regulatory oversight of out of home care for children and adults with
special needs. Responsibility for over 40 regional supervisory staff,
regional licensing units, and over 4000 facilities in Virginia.
Developed Licensing Information System, tracking instruments, monitored
management reports, provided trend analysis recommended amendments to
legislation, led actions to close facilities. Found in violation.
1976-1979 Monitoring and Evaluation
Specialist, VDSS
Responsible for research design, implementation, statistical
analysis, organizational development, management analysis, corrective
action design of regional, local and programs in Virginia. Primary
developer of the Foster Care Information System, and the Virginia Client
Information System, and Permanency Planning Project a federally funded
grant. Made changes to program, policy, manual and legislation based
upon research findings. Wrote federal reports using data analyzed with
SPSS, SAS. Provided Program supervision to 124 Local Directors of DSS
Family and Child Welfare compliance.
1974-1976 Social Worker, City of Richmond

Central Virginia.
